Rachel George Terry | Director
Rachel George Terry became Director of Risk Management in January 2023. Prior to becoming the director, she was the Deputy Director for the Utah League of Cities and Towns. Rachel has 17 years of experience as a litigator. Her experience includes handling complex civil rights cases for the Utah Attorney General’s Office, and working for the law firm Fabian & Clendenin and the Utah Board of Education. Rachel received her BA from Utah State University (Go Aggies!) and her law degree from BYU.

Brian Jensen | Assistant Director
Brian Jensen is the Assistant Director over operations. Brian joined the Division of Risk Management in 2016. Brian has over 20 years of experience working in a management capacity within the State of Utah’s Department of Government Operations. He has a bachelor’s degree in business and a master’s degree in organizational management.

Steven Hughes | Assistant Director
Steve Hughes is the Assistant Director over claims and loss control. Steve joined the Division of Risk Management in 2019 and has worked as the Loss Control Manager and the Auto and Bus Loss Control & Liability Consultant. Steve has 19 years of experience as a claims adjuster and claims manager and previously worked for Bear River Mutual Insurance Company and Progressive Insurance Company. Steve received his BS from the University of Utah in Economics and an Associate in Claims and Chartered Property Casualty Underwriter degree from the Insurance Institutes of America.

Andrew Seely | Claims Manager
Andrew joined the Division of Risk Management in 2019 and has worked as a Claims Adjuster and Assistant Claims Manager. Andrew has 10 years of experience as a claims adjuster and previously worked for Sedgwick as an independent claims adjuster. Andrew received BS degrees from Weber State University in Applied Mathematics and Quantitative Economics.

Del Brady | Loss Control Manager
Del Brady became the Loss Control Manager in January 2026. Prior to joining the Division of Risk Management, he was the Risk Manager for the City of West Jordan, the 3rd largest city in Utah. Del has a Master of Public Administration, Associate in Risk Management, Associate in Claims, and Associate in Insurance. Prior to his work in risk management, Del worked in the nonprofit sector, gaining valuable experience in program management and leading impactful teams.

Lisa Adams | Risk Strategy Manager
Lisa Adams is the Strategy Analytics & Technology Manager, having joined the Division of Risk Management in November 2008. With 10 years of experience as a claims adjuster working with UDOT and school districts, Lisa transitioned to Strategy Analytics & Technology in 2020 where she managed the website, performed analytics for insureds, and served as a system administrator. Lisa holds a Bachelor’s Degree in Criminal Justice from Utah Valley University.

Audrey Crowton | Finance Manager
Audrey Crowton became the Finance Manager in December 2023. Prior to joining the Division of Risk Management, Audrey had 9 years of experience working as both a Finance Manager and Finance Director in the private sector. She received a BS in Finance from BYU and an MBA from the University of Utah.
