Our Risk Management executive team strives to be responsive, proactive, and predictive in serving our insured entities.
Rachel George Terry | Director
Rachel George Terry became Director of Risk Management in January 2023. Prior to becoming the director, she was the Deputy Director for the Utah League of Cities and Towns. Rachel has 17 years of experience as a litigator. Her experience includes handling complex civil rights cases for the Utah Attorney General’s Office, and working for the law firm Fabian & Clendenin and the Utah Board of Education. Rachel received her BA from Utah State University (Go Aggies!) and her law degree from BYU.

Brian Jensen | Assistant Director
Brian Jensen is the Assistant Director over operations. Brian joined the Division of Risk Management in 2016. Brian has over 20 years of experience working in a management capacity within the State of Utah’s Department of Government Operations. He has a bachelor’s degree in business and a master’s degree in organizational management.

Steven Hughes | Assistant Director
Steve Hughes is the Assistant Director over claims and loss control. Steve joined the Division of Risk Management in 2019 and has worked as the Loss Control Manager and the Auto and Bus Loss Control & Liability Consultant. Steve has 19 years of experience as a claims adjuster and claims manager and previously worked for Bear River Mutual Insurance Company and Progressive Insurance Company. Steve received his BS from the University of Utah in Economics and an Associate in Claims and Chartered Property Casualty Underwriter degree from the Insurance Institutes of America.

Andrew Seely | Claims Manager
Andrew Seely is the new Claims Manager. Andrew joined the Division of Risk Management in 2019 and has worked as a Claims Adjuster and Assistant Claims Manager. Andrew has 10 years of experience as a claims adjuster and previously worked for Sedgwick as an independent claims adjuster. Andrew received BS degrees from Weber State University in Applied Mathematics and Quantitative Economics.

Ron Boshard | Loss Control Manager
Ron Boshard is the Loss Control Manager. Ron joined the Division of Risk Management as a Safety Consultant in March of 2019. Ron previously worked for Jordan School District for 25 years, 10 of those years spent as the Risk Manager. Ron brings a wide range of facilities services, as well as law enforcement and security training.

Jeff Rose | Risk Strategy Manager
Jeff Rose is the Strategy Analytics & Technology Manager. Jeff joined the Division of Risk Management in September of 2000 as a Security Consultant and was assigned to our Loss Control Section. Jeff has worked in government for over 35 years, starting in law enforcement for 13 years before moving to the division for the last 22 years. Jeff has an Associate Degree in Business Administration and a Bachelor’s Degree in Organizational Psychology.
